National Health Insurance: public policy dispute between universal reform and private sector role

No legal proceedings

Gore became one of the main private-sector spokespeople in the debate on National Health Insurance. He supported the goal of universal coverage while arguing that NHI would be impracticable without substantial participation by private operators, even though Discovery could be economically affected by the proposed restrictions on private insurance.

Discovery Health: systemic reimbursement error, repayment demands and subsequent abandonment of recovery

No legal proceedings

An error in Discovery Health's claims processing led to overpayments on certain benefits in 2025. In early 2026, members received repayment demands, sometimes for substantial sums, prompting strong public reaction. Discovery subsequently announced that it would absorb the entire cost of the error, estimated at approximately 125 million rand, and that no member would have to repay.

Ansbacher/FirstRand offshore structure: "loop structure" and historical debate over lawful tax planning versus rule circumvention

No legal proceedings

Ansbacher documents revealed in litigation showed that Adrian Gore had been a client of an offshore structure linked to Duisberg Holdings. FirstRand confirmed that it was a "loop structure", a type of arrangement using an offshore entity to hold domestic assets. The documents showed, among other things, more than R2 million entering a local Ansbacher account and then being transferred to Gore after fees. The affair prompted debate over tax planning, exchange controls and the opacity of offshore products offered to wealthy clients.
