Monaco: government statement prematurely announces passage of two laws before vote

No legal proceedings

Before a public sitting of the National Council, a government communication announced that two bills had been passed although they had not yet been voted on. The President of the National Council suspended the sitting and denounced an act of contempt towards the assembly and an attitude treating it as a mere rubber-stamp parliament. The incident caused a brief institutional crisis.

Monaco: refusal of parliamentary 'question time', Mirmand cites Constitution and risk of an institutional 'illusion'

No legal proceedings

Questioned before the Parliamentary Assembly of the Council of Europe about the Monegasque National Council's repeated request for regular government question sessions, Mirmand defended refusing the mechanism. He argued that the government was not constitutionally accountable to the National Council and that 'question time' could create an institutional illusion and unnecessarily increase political confrontation.

Monaco in 2026: National Council threatens tougher budget votes over housing and major project delays

No legal proceedings

During summer and September 2026, state-owned housing and the timetables of several major projects became new points of tension between the government and National Council. Elected representatives considered housing delivery too slow and warned that their support for future budgets could no longer be taken for granted. The warning came as Mirmand headed the government and presented the second national housing plan.

Marseille en grand: prefectural oversight found insufficiently structured by Court of Auditors, Mirmand defends record

No legal proceedings

Mirmand played a central role in regional coordination of the Marseille en grand programme. In 2024, the Court of Auditors criticised governance lacking an overall steering body and consolidated timetable, as well as initially very limited government monitoring resources. The report also highlighted slow disbursement of some funds and risks arising from organisational shortcomings.

High-voltage power line to Fos-sur-Mer: state-backed project opposed by coalition in Camargue

No legal proceedings

A proposed very-high-voltage power line of approximately 65 kilometres to strengthen electricity supplies to the Fos industrial port area faced opposition from elected representatives, farmers, business stakeholders and environmental associations, particularly because of a planned route near or through environmentally sensitive areas of Camargue. As regional prefect, Mirmand represented the state in the process and requested further studies and broader consultation.

Monaco: supplementary budget crisis over €20 million for waste treatment centre, Mirmand government withdraws bill

No legal proceedings

Weeks after taking office in Monaco, Mirmand found himself at the centre of a dispute with the National Council over €20 million included in the supplementary budget for the Waste Treatment and Recovery Centre, following abandonment of the Symbiose project. Elected representatives denounced a lack of transparency and threatened to reject the budget. The government eventually withdrew the bill and reorganised the disputed budget allocation.

Monaco: government refuses to turn budget proposal no. 270 into bill, prompting National Council outrage

No legal proceedings

The government led by Mirmand refused to convert National Council proposal no. 270, intended to modernise several budgetary rules, into a government bill. Elected representatives described the decision as incomprehensible or appalling and more broadly criticised budgetary practices they considered insufficiently transparent and a lack of institutional dialogue.

Rocher Mistral: prefect's challenge to municipal order rejected in interim proceedings by Administrative Court

Civil / administrative proceedings

In the longstanding dispute concerning the Rocher Mistral park in La Barben, Mirmand applied to the Administrative Court against a mayoral order governing traffic and access to the site. On 3 June 2024, the interim relief judge rejected the prefecture's application for suspension, finding that none of the grounds advanced, at that stage of the proceedings, raised serious doubt about the order's lawfulness.

Covid-19 in Marseille and Aix: venue closures, strong local opposition and administrative appeals

Civil / administrative proceedings

Shortly after arriving in Marseille, Mirmand implemented measures following the classification of Marseille and Aix-en-Provence as maximum alert areas: temporary closures of bars and restaurants, limits on events and other restrictions. Local elected representatives and professionals condemned the abruptness of the national announcements or inadequate consultation, while appeals were brought before the Administrative Court. Restaurants were allowed to reopen in early October under stricter health protocols.

Civil / administrative proceedings

Ahead of the first-round results of the 2017 presidential election, Mirmand signed an order banning undeclared 'protest demonstrations' within a designated area of central Rennes during the evening and night, citing violence during previous mobilisations. Rennes: individual demonstration ban suspended by Administrative Court, then replaced by new order

Civil / administrative proceedings

Under the state of emergency, Mirmand banned Hugo Melchior, an activist opposing the Labour Law, from entering part of central Rennes for several days. The Administrative Court suspended the order on 23 May 2016, finding in particular that no sufficiently definite demonstration had been established to justify restricting his freedom of movement. The prefecture subsequently issued a new order limited more closely to 26 May.

No legal proceedings

During a protest against the Labour Law in Rennes, a police operation involving vehicles and a charge to prevent demonstrators reaching the ring road prompted controversy. Several protesters were taken to emergency departments, and journalists said they had been pushed or struck. The Brittany Press Club announced plans to refer the matter to the Defender of Rights.

Rennes: police without identification numbers and journalists checked, Mirmand acknowledges breaches and reiterates rules

No legal proceedings

During protests against the Labour Law, footage showed police officers in Rennes without their RIO identification numbers, although displaying them was normally compulsory. Mirmand acknowledged that no applicable exception justified their absence and ordered the rules to be reiterated. On 23 June, following checks and searches of journalists during another protest, he again deplored the practices and reminded services that holders of press cards should not be subjected to ordinary identity checks in those circumstances.

Allegations

In July 2005, René Pagès, then head of human resources at the Haute-Garonne prefecture, filed a complaint against Christophe Mirmand, the prefecture's former Secretary-General. He alleged repeated verbal aggression, attempts to sideline him and systematic denial of leave between 2001 and 2004. Press reports also stated that Pagès cited recognition of a workplace accident linked to alleged psychological harassment.
