La SEC a conclu que Cadbury India avait utilisé un consultant pour obtenir des licences et autorisations concernant une usine de Baddi sans contrôles suffisants ni enregistrements adéquats. Mondelēz, alors Kraft Foods, avait acquis Cadbury en 2010. Cadbury et Mondelēz ont accepté une pénalité de 13 millions de dollars.
