Mashreqbank: $100 million settlement over breaches of US sanctions against Sudan

Civil / administrative proceedings — against Mashreqbank

Protagonist not prosecuted — these proceedings are not counted in their formal charges or convictions.

In 2021, Mashreqbank agreed to pay 100 million dollars to resolve a US investigation into breaches of the Sudan sanctions regime. Authorities stated that the bank had routed approximately 4 billion dollars in Sudan-related payments through the United States between 2005 and 2009, followed by other prohibited payments until 2014, and that information had been omitted to avoid alerts. Abdulla Al Ghurair chaired the bank during the period.

Mashreqbank: $40 million settlement over AML and sanctions compliance deficiencies

Civil / administrative proceedings — against Mashreqbank

Protagonist not prosecuted — these proceedings are not counted in their formal charges or convictions.

In October 2018, Mashreqbank agreed to pay 40 million dollars to the New York State Department of Financial Services. The regulator found that the bank and its New York branch had failed to maintain an effective, compliant anti-money laundering programme and had deficiencies in sanctions compliance. Abdulla bin Ahmad Al Ghurair, Mashreq's founder, was still its chairman.
