Following the kidnapping of Martha Nieves Ochoa by M-19 and an attempted kidnapping targeting Lehder, drug traffickers formed Muerte a Secuestradores (MAS). The Truth Commission's final report names Lehder among the traffickers involved at this formative stage and reproduces a communiqué in which he called for a tactical anti-kidnapping force financed by mafia leaders.
