2020 IICSA report: severe criticism, departure from Liberal Democrats and retirement from House of Lords

No legal proceedings

He disputed aspects of the interpretation of his conduct and pointed out that he had answered the inquiry openly. The report delivered major official criticism of leadership and child protection but did not convict Steel of a criminal offence.

2019 Liberal Democrat suspension following Cyril Smith testimony, then internal dismissal of case in his favour

Investigation

Two months later, the party's Scottish executive concluded that there were no grounds for action against him and lifted the suspension. Steel stated that the party had 'cleared my name'. This favourable internal outcome must be distinguished from the subsequent independent IICSA findings in 2020.

Rennard affair: public intervention calling for a 'sense of proportion' following allegations of inappropriate sexual behaviour

No legal proceedings

He pointed out that police had not prosecuted and the internal investigation had not reached a finding beyond reasonable doubt, while considering that an apology for making women uncomfortable could be appropriate. His remarks drew criticism for minimising the issue; no personal wrongdoing by Steel is alleged in the Rennard case.

années 1980–1988

Subsequent recommendation of Cyril Smith for knighthood despite known suspicions

No legal proceedings

The IICSA indicated that, had this information been passed on, the committee might have assessed the nomination differently. Steel said he had seen no reason to confront Smith again; the inquiry explicitly responded that he had 'every reason' to do so. The status is a public inquiry finding, not an adjudicated criminal offence.

Cyril Smith in 1979: failure to act after concluding abuse allegations were probably substantiated

No legal proceedings

Steel explained that the alleged conduct predated Smith's membership of the Liberal Party and that he did not consider himself empowered to reopen the matter. The IICSA rejected that justification, finding that he had neglected the risk Smith might still pose to children and prioritised political convenience. The report does not constitute a personal criminal conviction of Steel.

Abortion Act 1967: sponsor of historic reform remaining at centre of political and moral controversy

No legal proceedings

The law immediately prompted lasting opposition and repeated attempts to restrict it. Steel continued to defend it for decades while expressing openness to reviewing the upper time limit as foetal viability evolved. The event is a controversial legislative decision of historical interest, not a matter of integrity.
