GAL / "señor X": formal allegations against González, but the Supreme Court declines to charge him for insufficient evidence

Investigation

During the GAL investigation, Judge Baltasar Garzón referred evidence and suspicions implicating the highest levels of government to the Supreme Court, fuelling media identification of the mysterious "señor X" as Felipe González. In April 1996, Supreme Court investigating judge Eduardo Móner, in agreement with the prosecution, decided not to summon González as an accused person, finding insufficient evidence to support a charge.

No legal proceedings

On 14 December 1988, UGT and CCOO organised a widely supported general strike against the González government's economic and social policies, particularly its youth employment plan, unemployment protection and relations with public-sector employees. Rumasa expropriation: exceptional measure narrowly upheld by the Constitutional Court

Civil / administrative proceedings

A few months after the PSOE came to power, the González government expropriated José María Ruiz-Mateos's Rumasa group by decree-law, citing the conglomerate's financial risks and irregularities. The measure triggered an exceptional political, economic and legal battle. The Constitutional Court ultimately upheld the decree after a six-to-six split, resolved by its president's casting vote.
