Preliminary investigation into use of Meaux town hall drivers and vehicle

Investigation

Following a Regional Audit Chamber report on the cost of the mayor's two drivers and the absence, for several years, of a council resolution governing use of the vehicle, Anticor reported possible private use of municipal resources in 2023. Paris prosecutors opened a preliminary investigation in June 2024 targeting Jean-François Copé over suspected embezzlement of public funds.

Bygmalion affair: closeness to founders, resignation as UMP president but no formal investigation

No legal proceedings

The Bygmalion affair exposed a false invoicing system intended to conceal some expenses from Nicolas Sarkozy's 2012 presidential campaign. Bygmalion had been founded by people close to Jean-François Copé and received major UMP contracts. The crisis led Copé to resign as party president in 2014.

'Sarkothon': formally placed under investigation over UMP payment of Sarkozy's personal penalties, then general case dismissal (non-lieu)

Case dismissed / dropped

Under Jean-François Copé's presidency, UMP paid the amount to be reimbursed and the penalty imposed personally on Nicolas Sarkozy after his 2012 campaign accounts were rejected. Investigators examined a possible breach of trust and Copé was formally placed under investigation, while UMP finances had been restored through the fundraising appeal nicknamed 'Sarkothon'.

'Tous à poil !' controversy and incorrect description of children's book as Education Ministry recommendation

No legal proceedings

On television, Jean-François Copé denounced the children's book 'Tous à poil !' as a symbol of educational decline and implied that it was recommended by the Education Ministry. Checks showed that it appeared in a local bibliography produced by a parents' association, not in a ministerial curriculum or recommendation.

Use of expression 'anti-White racism'

No legal proceedings

In his book and campaign for the UMP presidency, Jean-François Copé denounced the existence of 'anti-White racism' in some neighbourhoods. Historically associated with the far right, the phrase caused divisions even within his own party and drew strong criticism from the left.

'Pain au chocolat' controversy during Ramadan

No legal proceedings

Jean-François Copé recounted a story in which a child's pain au chocolat was allegedly snatched away by young people saying that eating was prohibited during Ramadan. The anecdote, used to illustrate what he called anti-White racism and communal pressure, prompted another controversy and accusations of escalating identity-based rhetoric.

Disputed UMP leadership election against François Fillon

No legal proceedings

Jean-François Copé's election as UMP president in November 2012 took place amid extreme confusion: both Copé and François Fillon claimed victory, irregularities were alleged, and results from several overseas federations had initially been omitted. The crisis nearly split the party.

Business law practice alongside parliamentary responsibilities

No legal proceedings

While president of the UMP group in the National Assembly, Jean-François Copé also practised as a business lawyer at Gide Loyrette Nouel, with reported annual fees of around €200 000. Holding both positions prompted criticism of potential conflicts of interest between legislative duties and private advice.
