Abolition of pensions lifetime allowance: contested tax advantage for wealthiest savers

No legal proceedings

The government justified the reform on the grounds of work incentives and the difficulties the former cap created for certain highly skilled professionals. The Institute for Fiscal Studies and opponents considered the general abolition expensive, poorly targeted and liable to create new tax-planning strategies, while acknowledging defects in the previous system. This is a contested tax policy choice, not a legal breach.

Arms sales to Saudi Arabia: Court of Appeal rules licensing process relating to Yemen unlawful

No legal proceedings

The litigation concerned the Saudi-led coalition in Yemen. The Court did not decide that every export or strike was unlawful, but that the ministerial process had failed to assess properly whether past breaches of international humanitarian law had occurred before determining future risk. Hunt, then Foreign Secretary, had participated in the decisions and defended the strategic relationship. Legal responsibility lay with the government and administrative process, not with Hunt through any personal conviction.

Apartment purchases through Mare Pond Properties: late declarations to parliamentary register and Companies House

No legal proceedings

Hunt and his wife had acquired seven apartments in a property development through Mare Pond Properties. Hunt had not correctly notified Companies House of his controlling interest and had declared the interest late in the Register of Members' Financial Interests. He described these omissions as administrative errors and corrected them. The Parliamentary Commissioner treated the late registration as a rectifiable breach; Downing Street indicated that no breach of the Ministerial Code had been found.

Comparison of European Union to Soviet prison

No legal proceedings

In his speech at the Conservative conference, Hunt urged the EU not to turn its club into a structure whose members would want to escape as they had from the USSR. European diplomats and officials described the comparison as offensive to victims of communism and historically absurd. Theresa May subsequently stressed that the EU was not the Soviet Union. Hunt defended the metaphor as criticism of the rigidity of Brexit negotiations.

'Weekend effect' and claims of thousands of avoidable deaths: scientific controversy over interpretation of data

No legal proceedings

The minister cited estimates of thousands of additional or potentially avoidable deaths associated with weekend admissions. The authors of certain studies and other researchers stressed that these observational data did not prove that a shortage of doctors caused the deaths, while subsequent research highlighted differences in patient profiles. Hunt maintained that the disparities justified more consistent seven-day service provision.

NHS Shared Business Services: 708,000 undelivered medical correspondence items and criticism of departmental oversight

No legal proceedings

The problem concerned records, results and letters intended for GP practices. A nationwide operation was required to establish whether patients had suffered harm. Hunt told Parliament that the problem was serious and that cases would be examined. Public reports criticised governance and delayed detection; no intentional personal wrongdoing by Hunt was found.

Junior doctors' contract: imposition of new contract, historic strikes and unsuccessful legal challenge

Civil / administrative proceedings

Doctors challenged, among other things, which working hours were classified as 'sociable', the effects on safety and equality, and the government's account of negotiations. Hunt maintained that the contract was necessary to improve seven-day services and included pay and safety safeguards. The BMA and doctors organised several strikes. In judicial review proceedings, the High Court rejected the argument that Hunt had legally imposed a contract beyond his powers, a favourable outcome on that point of law.

Lewisham Hospital: High Court rules decision to reduce services unlawful

Civil / administrative proceedings

The government wanted to reorganise Lewisham as part of the financial difficulties of a neighbouring trust placed under a special regime. Residents, doctors and elected representatives challenged the use of this mechanism to alter services at a hospital that was not itself the failing trust. The High Court ruled in the applicants' favour and quashed the decision. The matter concerns the legality of exercising ministerial power, not a personal criminal offence.

Personal support for a 12-week abortion limit

No legal proceedings

Hunt clarified that this was his personal opinion and not a government policy in preparation. Doctors, abortion rights organisations and politicians denounced the proposal as unsupported by medical practice and highly restrictive. Hunt presented his position as a matter of conscience.

BSkyB-News Corp: close contacts between his adviser and Murdoch representatives during takeover review

No legal proceedings

Emails and messages showed that Smith provided a News Corp lobbyist with extensive information about the department's timetable and position. Hunt rejected the suggestion that he had favoured the Murdochs and maintained that he had taken his decisions fairly and in accordance with advice. Adam Smith said he had exceeded his remit and resigned. The evidence reviewed does not demonstrate personal corruption by Hunt.

Constituency intervention involving £650m Virgin Care contract

No legal proceedings

The exchanges concerned a major contract and Hunt's approaches to public bodies to help progress a local matter. Critics saw problematic closeness to a private provider and a symbol of increasing NHS privatisation. Hunt presented his intervention as normal constituency work on behalf of organisations in his area. No finding of corruption or unlawful conflict of interest was established.

Parliamentary expenses for agent: poor judgment acknowledged and £9,558.50 repayment recommended

Allegations

The accommodation served both as his agent's main residence and as a constituency base. The committee considered that Hunt should have reduced the proportion charged to the Additional Costs Allowance to reflect the personal benefit provided to his agent. Minor council tax and utilities errors were also repaid. However, the investigation found no transfer of financial benefit to the Conservative Party or fraudulent use as alleged by the complainant.

Hillsborough: incorrect reference to hooliganism followed by apology

No legal proceedings

The remark revived one of the false historical narratives surrounding the disaster. Following protests by families and Liverpool officials, Hunt acknowledged his mistake and stated that he knew supporter disorder had played no part in the Hillsborough deaths.
