France 2025: more than 600 job cuts announced across seven sites

No legal proceedings

The restructuring affected Dunkirk, Florange and Basse-Indre, among other sites. Trade unions condemned a 'scandalous' decision at a time when European steelmaking benefited from public support and investments were expected. The group cited the competitiveness crisis in European steel, energy costs and imported competition. Lakshmi Mittal is executive chairman, while operational management is led by CEO Aditya Mittal; attribution is therefore limited.

Kazakhstan: Kostenko mine disaster kills 46, forced exit of ArcelorMittal Temirtau

Investigation

The disaster prompted intense criticism of safety in ArcelorMittal Temirtau's mining operations. The Kazakh government demanded the group's departure and launched an investigation into the causes, while ArcelorMittal expressed devastation and highlighted its intensified safety efforts. Negotiations for the transfer were already under way before the accident. Nothing in the evidence examined allows criminal responsibility for the explosion to be attributed personally to Lakshmi Mittal; his role was as executive chairman of the group.

Florange: blast furnace closures and French threat of temporary nationalisation

No legal proceedings

Industrial Renewal Minister Arnaud Montebourg accused Mittal of failing to honour his commitments and considered temporarily nationalising the site. ArcelorMittal cited European overcapacity and structurally weak demand. The affair is a major industrial and political controversy, with no finding of personal criminal wrongdoing by Mittal.

Gandrange: steelworks closure and accusations of unfulfilled investment promises

No legal proceedings

ArcelorMittal decided to close the steelmaking operation at Gandrange, resulting in approximately 595 job cuts and strong political mobilisation. Trade unions and elected representatives accused the group and public authorities of failing to honour investment and job protection commitments. ArcelorMittal cited substantial losses and the economic necessity of restructuring the site. Attribution to Mittal is as group leader, not for a personal offence.

'Mittalgate': Labour donation and Tony Blair letter supporting Sidex takeover in Romania

No legal proceedings

The Blair government was accused of 'cash for favours' after the disclosure of a letter supporting the acquisition of Sidex by Mittal's group. Downing Street maintained that this was normal diplomatic support for a company with a British presence and that the transaction was already well advanced. No criminal quid pro quo or personal influence peddling by Mittal has been established in the sources examined.

UK 'non-dom' tax status

No legal proceedings

In the early 2000s, the press reported that Mittal benefited from the 'non-dom' regime, which under certain conditions allowed some foreign income to be subject to limited UK taxation. The issue is retained as a tax and public fairness controversy, not fraud: no unlawful personal tax evasion is established by the source examined.

LSE: controversy over scholarship pledge and daughter's application

No legal proceedings

Initial articles suggested that a pledge to fund a scholarship had been withdrawn after his daughter's application was rejected. The LSE subsequently corrected and qualified certain details, confirming, in particular, partial payments. Mittal denied exerting pressure over admission and described the suspicions as malicious gossip. The case is retained with these corrections, without attributing established favouritism.
