Preem Lysekil: refinery expansion opposed over climate impact, then abandoned

No legal proceedings

Preem, a Swedish refiner controlled by Mohammed Al Amoudi, planned an approximately 1.65-billion-dollar expansion of its Lysekil refinery. Environmental organisations maintained that it could increase CO2 emissions by approximately one million tonnes per year, making the facility one of the country's largest sources of emissions. Greenpeace blocked an oil tanker in September 2020. Preem ultimately abandoned the project.

Civil / administrative proceedings

Samir in Morocco: closure of country's only refinery, massive debt, liquidation and international arbitration

Samir, Morocco's only refinery, controlled by Mohammed Al Amoudi's Corral Petroleum, ceased production in 2015 after accumulating substantial debts, particularly to customs authorities and banks. Moroccan courts ordered and upheld its liquidation in 2016. Corral subsequently applied to ICSID for approximately 2.7 billion dollars in compensation from Morocco; in 2024, the tribunal awarded approximately 150 million dollars, a fraction of the claim, and revision/annulment proceedings continued.
