Defamation threats sent to tax expert Dan Neidle by his lawyer, followed by disciplinary decision overturned on appeal

Civil / administrative proceedings

Zahawi instructed lawyer Ashley Hurst to respond to publications by tax expert Dan Neidle. The correspondence demanded a retraction and asserted that the confidential email could not be published or discussed. The Solicitors Disciplinary Tribunal initially sanctioned Hurst in 2024, but the High Court overturned that decision on 20 January 2026, finding the disciplinary analysis inadequate and unfair on essential points. The proceedings concerned the lawyer's professional conduct, not any legally established wrongdoing by Zahawi; the event records only that he had instructed the legal action.

Defection to Reform UK after previously strongly criticising Nigel Farage

No legal proceedings

On 12 January 2026, the former Chancellor announced that he was joining Reform UK. The reversal attracted considerable attention because Zahawi had previously denounced Nigel Farage's positions and political style. Zahawi explained that the country was 'broken' and that Reform was now, in his view, the necessary political vehicle. The event concerns political consistency, not a legal breach.

HMRC investigation, tax settlement with penalty for 'lack of reasonable care' and serious breach of Ministerial Code

Investigation

Independent Adviser Sir Laurie Magnus established that HMRC had begun engaging with Zahawi in April 2021 and that the matter resulted in tax due and a penalty under the 'lack of reasonable care' category. An agreement in principle was reached in August 2022 and signed in September. Magnus found that Zahawi had failed to declare the nature of the investigation sufficiently promptly and clearly or correct his public statements early enough, constituting a serious breach of the Ministerial Code. Sunak dismissed him as Conservative Party Chairman and minister without portfolio on 29 January 2023. Zahawi subsequently explained that the error had not been deliberate.

Highly paid role at Gulf Keystone Petroleum while serving as MP

No legal proceedings

Zahawi joined Gulf Keystone Petroleum in 2015 as chief strategy officer. Declared remuneration exceeded £20,000 per month and subsequently reached approximately £29,643 per month, with a substantial bonus, for a declared commitment of 8 to 21 hours per week. His work prompted questions about second jobs and transparency, particularly given his longstanding political involvement in Kurdistan. He left the company when he became a minister in January 2018. The sources reviewed establish no personal breach of parliamentary rules.

Attendance at all-male Presidents Club dinner at centre of harassment allegations

No legal proceedings

Zahawi, then Children and Families Minister, was among those attending the men-only gala. Following revelations about the treatment of certain hostesses, the chief whip reprimanded him and calls were made for his resignation. Zahawi said he had felt uncomfortable, left early, condemned the reported conduct and would not attend such an event again. Theresa May retained confidence in him.

Repayment of part of electricity expenses after discovery that meter also supplied stables

No legal proceedings

Following revelations concerning a claim for £5,822.27 for energy at his second home, Zahawi checked the installation and acknowledged that the same connection also supplied a mobile home and stables. He said he was 'mortified', apologised unreservedly and contacted IPSA to repay the amount incorrectly claimed. The source describes an acknowledged error, not established fraud.
