EU 2040 climate target involving international carbon credits: criticism of diluted European efforts

No legal proceedings

Under Hoekstra, the Commission proposed a 90% net reduction in European emissions by 2040 while allowing a proportion of international carbon credits. NGOs and experts criticised the risk of outsourcing some emission reductions rather than decarbonising the European economy.

Appointment as European climate commissioner despite Shell and McKinsey background

No legal proceedings

Hoekstra's nomination as European climate commissioner prompted strong opposition from NGOs and MEPs because of his previous work at Shell, his career at McKinsey, his past support for KLM and positions regarded as insufficiently committed to climate action. His hearing required further commitments.

No legal proceedings

Hoekstra stated that the target of reducing nitrogen emissions by 50% by 2030 was 'not sacred', although the date was explicitly included in the coalition agreement. D66 and several ministers reacted angrily, Parliament was recalled, and the government's cohesion was called into question.

CDA's Omtzigt crisis and challenge to the process leading to Hoekstra's appointment as lead candidate

No legal proceedings

A memorandum by Pieter Omtzigt alleged that he had been obstructed during the CDA leadership election and had been promised he would succeed Hugo de Jonge if the latter withdrew. Following De Jonge's withdrawal, Hoekstra was selected as lead candidate without a new open contest against Omtzigt. The memorandum's leak caused a major crisis, and Omtzigt left the CDA.

Civil / administrative proceedings

Hoekstra led the surprise purchase of a 14% stake in Air France-KLM for 744 million euros to protect Dutch interests. The transaction angered the French government. In 2020, the Netherlands Court of Audit concluded that the process had breached budgetary rules by depriving Parliament of its right to prior scrutiny.

No legal proceedings

As part of a support package of up to 3.4 billion euros, Hoekstra demanded that KLM employees accept pay concessions for the full duration of the assistance, namely five years.
