France: asset seizures and battle over enforcement of Turkish judgments, with successive conflicting decisions

Civil / administrative proceedings

French decisions initially restricted or overturned certain seizure measures, particularly in 2018. Litigation continued, and in February 2026 the Paris Court of Appeal dismissed a challenge by the Uzan family in proceedings allowing recognition and enforcement of a Turkish judgment in France.

Speech against Erdoğan: criminal conviction for insult followed by ECHR judgment against Turkey

Conviction

Following the state's takeover of ÇEAŞ and Kepez in June 2003, Cem Uzan delivered an extremely hostile speech in Bursa targeting Recep Tayyip Erdoğan, using terms translated as "deceitful", "insolent" and "impious". Criminal proceedings resulted in a prison sentence and fine in 2010, upheld by the Court of Cassation. In 2018, the European Court of Human Rights ruled that the sanction violated Uzan's freedom of expression and that the length of the proceedings violated his right to trial within a reasonable time.
