2022–2026: criticism of Oldham review, 'Sophie's' testimony and later evidence of documentary obstruction

No legal proceedings

Survivors, campaigners and elected officials argued that the review had not gone far enough, lacked powers and offered excessive reassurance in its conclusion on a cover-up. 'Sophie' publicly questioned why Ridgway had allegedly spoken of a cover-up to her privately while the report did not find an institutional one. In 2026, an LDRS investigation reported that the reviewers themselves had faced repeated obstacles obtaining documents and had initially been discouraged from contacting Sophie directly.

2025–2026: closure of Greater Manchester assurance programme and confirmation of substantial improvements

No legal proceedings

The final phase published in July 2025 found significant improvements in GMP's and partners' current response, while confirming that the 74 people identified as at risk in previous reports had been very badly served at the time. The reviews Ridgway participated in continued to be cited in the Casey audit and the national grooming gangs debate.

2026: new statutory inquiry reopens Oldham after 2022 Newsam–Ridgway review

Investigation

Oldham is among the first areas selected for local investigation by the statutory national grooming gangs inquiry. The new framework can compel production of documents and testimony, partly addressing limitations experienced by the non-statutory reviews in which Ridgway participated.

2024: Rochdale review — serious police failures, former officials refusing cooperation and perpetrators still posing risks

Civil / administrative proceedings

Ridgway and Newsam published the Operation Span review of Rochdale, concluding that there was compelling evidence of large-scale organised sexual exploitation between 2004 and 2012 and a seriously inadequate institutional response. The report notably identified underfunding of operations and 96 men still considered potential risks. Several former officials refused to cooperate or did not respond.

2019–2022: Oldham review, delays and controversies over access to witnesses and documents

No legal proceedings

Ridgway and Newsam were commissioned to conduct the independent Oldham review. Publication was delayed several times, notably after late submission of new evidence and victim testimony. The review's non-statutory nature and difficulties obtaining disclosure of documents fuelled criticism of its ability to establish all the facts.

2022: Oldham — serious failures but disputed conclusion of no evidence of deliberate cover-up

Formally charged — against a third party

Protagonist not prosecuted — these proceedings are not counted in their formal charges or convictions.

The review documented serious safeguarding failures, a police approach sometimes described as 'less than candid' and responses that could fuel the impression that mistakes were being concealed. Ridgway and Newsam nevertheless stated that they had found no evidence that leaders or elected representatives had organised an institutional cover-up of child sexual exploitation.

2017–2020: co-author of Operation Augusta review and reopening of historical investigations

Investigation

Ridgway worked with Malcolm Newsam on the Operation Augusta review. Their report concluded that the historical operation had not fulfilled its mission to combat the sexual exploitation of children in care, that too few perpetrators had been prosecuted or disrupted, and that allegations involving Victoria Agoglia had not been properly investigated. GMP opened Operation Green Jacket following the report.

2015–2016: 'critical friend' then child sexual exploitation lead in Rotherham after scandal

No legal proceedings

Following the Rotherham scandal, Ridgway was jointly recruited by South Yorkshire Police and the council as a 'critical friend' on child sexual exploitation investigations and subsequently appeared in local records as Assistant Director (CSE Investigations). His role formed part of the overhaul of multi-agency arrangements, perpetrator investigations and support for survivors.
