2022–2026: continuing criticism of Oldham review's scope and revelations about obstacles imposed on reviewers

No legal proceedings

Survivors, elected officials and campaigners criticised the Oldham review for lacking statutory powers, having an excessively limited scope and concluding that there was no cover-up. Public questions also arose because 'Sophie' had not initially been contacted. However, information published in 2026 indicated that Newsam and Ridgway had encountered refusals, delays and redacted documents from organisations and had initially been instructed not to contact Sophie directly.

2025–2026: conclusion of Greater Manchester review and partial validation of Newsam/Ridgway work

No legal proceedings

The fourth stage, published in July 2025 by HMICFRS, Ofsted and CQC, found significant improvements in Greater Manchester's current response and examined follow-up concerning 74 people identified as at risk in the review team's previous reports. Casey's report and public documents from 2025–2026 continue to cite the Newsam/Ridgway reviews as major elements of the national history of the scandal.

2024: Rochdale review — large-scale organised exploitation and 96 men still considered potential risks

Civil / administrative proceedings

Newsam and Ridgway published the third part of the Greater Manchester review, covering Operation Span and Rochdale. They found compelling evidence of widespread organised sexual exploitation between 2004 and 2012, serious understaffing and missed opportunities, and identified 96 men still considered potential risks to children. Several former officials had refused to cooperate or had not responded to interview requests.

2024: fourth and final Greater Manchester stage transferred from Newsam/Ridgway to HMICFRS, Ofsted and CQC

No legal proceedings

Although Newsam and Ridgway were originally due to conduct the fourth stage of the Greater Manchester review into current practices, the mayor decided in July 2024 to assign that phase to HMICFRS, with Ofsted and subsequently the CQC, to obtain a broader and more in-depth inspection of the present system.

2019–2022: Oldham review, repeated delays and late addition of survivor testimony

No legal proceedings

The Oldham review commissioned from Newsam and Ridgway was to examine historical safeguarding practices, allegations involving shisha bars, taxis, care homes and several specific cases. Publication was delayed repeatedly. In March 2022, the team announced that significant new evidence and further victim testimony required additional checks before publication.

2022: Oldham — serious failures found but no evidence of deliberate institutional cover-up identified

No legal proceedings

The Oldham report identified serious police and council shortcomings, missed opportunities to protect children and, in 'Sophie's' case, an attitude that could create the impression that organisations were more concerned with concealing their failures than acknowledging the harm. Newsam and Ridgway nevertheless concluded that they had found no evidence that leaders or elected representatives had organised a cover-up of the existence of child sexual exploitation.

2017–2020: Operation Augusta review — abandoned child sexual exploitation investigation reopened as Operation Green Jacket

Investigation

With Gary Ridgway, Newsam conducted the first part of the independent Greater Manchester review into Operation Augusta. The January 2020 report concluded that the operation had failed to achieve its objective of protecting and prosecuting cases involving exploited children, that very few perpetrators had been brought to justice and that allegations of abuse preceding Victoria Agoglia's death had not been properly investigated. GMP then launched Operation Green Jacket.

2015–2018: critical assessment and commissioner role in restructuring Sandwell children's services

No legal proceedings

Commissioned by the Department for Education, Newsam conducted a 2015 assessment of Sandwell children's services which identified a high proportion of unsatisfactory practices and poor risk management. In 2016, he replaced Eleanor Brazil as Children's Services Commissioner and worked with the council to establish Sandwell Children's Trust, while the government temporarily removed operational management of the services from the council.

2014–2016: executive commissioner for children's services in Rotherham after child sexual exploitation scandal

No legal proceedings

Following inspections and revelations about child sexual exploitation in Rotherham, the government appointed Malcolm Newsam as children's social care commissioner, with executive powers under the intervention arrangements. He supervised improvements to services, police–social care partnerships and the response to child sexual exploitation. In 2016, authorities and Parliament acknowledged substantial progress while describing the position as still fragile.

2018–2020: intervention in Northamptonshire and recommendation for independent Children's Trust

Newsam was appointed Children's Services Commissioner in Northamptonshire following a severe deterioration in services and two serious case reviews concerning the deaths of young children. He described systemic failures, identified improvement priorities and recommended establishing an operationally independent service, leading to the creation of Northamptonshire Children's Trust.
