2024: Operation Span review confirms extent of abuse and failures preceding his conviction

No legal proceedings

The independent 2024 review found compelling evidence of widespread organised sexual exploitation in Rochdale between 2004 and 2012 and serious failures by statutory bodies. It notably confirmed the institutional context in which the original complaint against Hassan had not led to prosecution in 2009.

September 2022: Upper Tribunal overturns First-tier Tribunal decision and allows appeal

Civil / administrative proceedings

The Upper Tribunal held it irrational to conclude that the Home Office had acted diligently despite an error delaying proceedings by five years. It also emphasised the importance of Hassan having been denied an opportunity to make representations. The First-tier Tribunal decision was set aside and Hassan's appeal allowed.
