2021–2026: digital euro — concerns over privacy, bank deposits and central bank intervention

No legal proceedings

The ECB under Lagarde promoted the digital euro project. It attracted criticism concerning payment confidentiality, risks of government surveillance, withdrawals of deposits from commercial banks, costs and the usefulness of a central bank digital currency when private electronic payments already exist.

2025–2026: approximately €143,000 in BIS remuneration in addition to ECB salary — controversy over possible double standards

Civil / administrative proceedings

Lagarde disclosed receiving 130,457 Swiss francs, approximately €142,700, from the Bank for International Settlements for serving as a director in 2025, in addition to her ECB salary. Employees and MEPs denounced double standards, as ordinary ECB staff rules restrict outside remuneration linked to official duties.

2026: speculation about early ECB departure and possible role in French presidential election — institutional independence questions

No legal proceedings

Ahead of the 2027 French presidential election, several articles suggested that Lagarde might leave before the end of her ECB term in October 2027. In July, she said she did not rule out leaving office to participate in French public debate, raising questions about the neutrality and independence expected of a central bank president.

2025: ECB labour dispute — union allegations of infringement of staff rights followed by action alleging "censorship" and "intimidation"

Civil / administrative proceedings

In 2025, several unions accused the ECB management headed by Lagarde of reducing resources available to elected representatives and weakening staff rights. In October, IPSO brought an action before the General Court of the European Union accusing the ECB of "censorship" and "intimidation" concerning restrictions imposed on its communications.

2023–2024: ECB union surveys — majority of respondents consider Lagarde unsuitable for role

No legal proceedings

Surveys by the IPSO union showed a sharp deterioration in confidence among some staff in ECB leadership. In January 2024, 53.5 % of approximately 1,100 respondents believed that Lagarde was not the right person to lead the bank at that stage, and nearly 64 % considered that she had not improved its reputation.

September 2023: temporary confiscation of ECB governors' phones to prevent leaks

No legal proceedings

According to Reuters, Lagarde asked Governing Council members to hand over their phones before a banking supervision decision and reprimanded them over information leaks. The measure, described as unprecedented, aimed to prevent a sensitive appointment from being revealed before the official announcement.

2021–2022: inflation described as temporary, rate increases considered highly unlikely in 2022, followed by acknowledgement of forecast errors

No legal proceedings

In 2021, Lagarde and the ECB continued to present much of the inflation surge as temporary. In December, she still considered a rate increase in 2022 "very unlikely". Inflation subsequently far exceeded forecasts, and the ECB began raising rates in July 2022 before accelerating tightening.

2021–2022: ECB climate strategy accused of expanding mandate "through the back door"

Under Lagarde, the ECB more explicitly integrated climate change into its strategy, asset purchases, collateral and risk management. Conservative lawmakers and monetary officials accused the central bank of distracting itself from price stability and expanding its mandate without treaty changes.

1999–2005 / disclosures 2021: Baker McKenzie under her chairmanship and offshore structures revealed by Pandora Papers

No legal proceedings

Christine Lagarde chaired Baker McKenzie from 1999 to 2005. The Pandora Papers documented the firm's historical role in the offshore industry and noted that, under her chairmanship, Baker McKenzie had reorganised its international structure and launched Law in Context, a company owned through structures in Singapore and Bermuda of which Lagarde was a director.

2018–2019: record IMF loan to Argentina backed by Lagarde, followed by failure acknowledged in IMF ex post evaluation

No legal proceedings

Under Lagarde's leadership, the IMF approved a $50 billion agreement with Argentina in June 2018, subsequently increased to $57 billion, the largest stand-by arrangement in the Fund's history. Lagarde publicly supported the programme and the Macri government's economic strategy. The programme went off track in August 2019 after only four of twelve reviews.

12 March 2020: "we are not here to close spreads" — communication shock during COVID crisis and sharp reaction in Italian markets

No legal proceedings

At the start of the COVID shock, Lagarde said that the ECB was not there to "close spreads". The phrase, understood as a refusal to protect Italy from financial fragmentation, triggered a strong political and market reaction and became one of the most criticised communications episodes of her tenure.

2019: ECB appointment criticised over lack of central banking experience and legal background

No legal proceedings

Lagarde's nomination as ECB President drew criticism because she was not an economist and had never led a central bank, unlike her predecessors. The debate was compounded by questions about her highly political style and the legacy of the Tapie case.

2007–2016: Tapie case — private arbitration, failure to appeal and Lagarde convicted of negligence without penalty

Conviction (not final)

As Economy Minister, Lagarde authorised private arbitration to resolve the Tapie–Crédit Lyonnais dispute. An award of approximately €400 million to €405 million was subsequently granted to Bernard Tapie and his companies. In 2016, the Court of Justice of the Republic found her guilty of negligence, not for choosing arbitration but for failing to challenge the award, contributing to misuse of public funds.

June 2013: discovery of letter pledging loyalty to Nicolas Sarkozy during search

Investigation

An undated handwritten letter attributed to Lagarde and addressed to Nicolas Sarkozy was found during a search connected with the Tapie case. The text expressed highly personal loyalty to the former President and asked to be "used" according to his needs, prompting ridicule and criticism of her political independence.

May 2012: remarks about Greeks, taxes and Niger, followed by controversy over her own tax-exempt IMF salary

No legal proceedings

During the Greek crisis, Lagarde stated that she felt more sympathy for poor children in Niger than for certain Greeks and stressed the need for Greek citizens to pay their taxes. The political and media reaction in Greece was intense. The controversy was amplified by reminders that her remuneration as IMF Managing Director was tax-exempt under the rules applicable to international officials.

2007–2011: defence of TEPA tax package and 50 % tax shield, accused of favouring wealthiest before being largely dismantled

No legal proceedings

As Economy Minister, Lagarde promoted and defended the TEPA law, notably the tax shield limiting certain taxes to 50 % of income. The opposition and several economists criticised a mechanism that substantially benefited wealthy individuals; the shield became politically costly and was ultimately abolished.

May–June 2011: IMF leadership candidacy challenged amid debate over European monopoly of position

Lagarde's candidacy to lead the IMF crystallised objections to the unwritten convention traditionally reserving its leadership for a European. BRICS countries publicly called this monopoly outdated and argued that it undermined the institution's legitimacy.

Summer–December 2007: public underestimation of subprime crisis and prediction of limited impact in France

No legal proceedings

At the beginning of the subprime crisis, Lagarde made several optimistic statements about France's and Europe's ability to absorb the shock. In December 2007, asked about the possibility of a crisis comparable to 1929, she considered that assessment excessive and anticipated "moderate" knock-on effects in France.
